From Planning Commission Chairman Mike Luce dated
October 23, 1991, submitting bills to amend the
General Plan; to amend the Zoning Code to A-20,000a;
to change the State Land Use district from
Agricultural to Urban; and to change the district
classification for 1) approximately 2,405± acres of
land (Hamakua mauka) from Agricultural-40 acre (A-40a)
to Resort/Hotel-13,000 square foot, Open,
Agricultural-1 acre, Agricultural-3 acre and Village

C-2992: Commercial-10,000 square foot (V-13/O/A-la/A-3a/CV-10)
(cont'd) zoned districts and 2) approximately 578± acres of
land (Hamakua makai) from Agricultural-40 acre (A-40a)
to Village Commercial-10,000 square foot,
Multiple-Family Residential-5,000 and 10,000 square
foot, and Agricultural-1 acre (CV-10/RM-5/RM-10/A-la)
zoned districts.
States the Planning Director's amendment to the
General Plan Land Use Pattern Allocation Guide (LUPAG)
map is for redesignating approximately 90 (makai) and
110 (mauka) acres of land from an "Intensitve
Agricultural" and "Extensive Agricultural"
designations to "Urban Expansion" designations at
Puopaha, Keaa, Waikoekoe, Kanahonua, Kukuihaele and
Lalakea, Hamakua District, Island of Hawaii,
TMK: Portions of 4-8-01, 4-8-02, 4-8-03, 4-8-04,
4-8-05 and 4-8-06. Further, also adding Kukuihaele to
the list of Urban and Rural Centers for the Hamakua
District (Exhibit C-General Plan at page 81).
Informs the Planning Director's amendment to the
Zoning Code is for a change of zone of approximately
12,214± acres of land from an Agricultural-5 acres,
20 acres, and 40 acres (A-5a/A-20a/A-40a) to an
Agricultural-20,000 acres (A-20,OOOa) zoned district.
The amendment would affect lands owned by Hamakua
Sugar located at Ookala, North Hilo and from the
ahupua'a of Humuula to Mooiki, Hamakua, TMK: 3-9-1:3,
3-9-2:9; 4-1-2:9, 10 & 11; 4-1-3:2, 7, 8, 9 & 22;
4-1-04:2, 9, 15, 21, 30, 32 & 34; 4-2-1:10, 12, 21 &
30; 4-2-2:2, 3, 6, 7 & 8; 4-2-03:3; 4-2-5:1 & 3;
4-2-6:1; 4-2-7:1 & 3; 4-2-8:6 & 11; 4-3-l:portion of
3; 9-3-3:8 & 11; 4-3-4:9; 4-3-5:2, 3& 7; 4-3-7:9;
4-3-9:2; 4-3-11:1 & 2; 4-4-1:2 & 17; 4-4-2:1, 2& 4;
4-4-3:2; 4-4-9:16; 4-4-10:7 & 16; 4-4-11:1; 4-5-1:1 &

Further, states with regards to the applications by
Hamakua Sugar Company, the proposed development
concept for the makai area includes several

C-2992: components. States the eastern side focuses around a
(cont'd) resort-oriented 18-hole golf course, golf and
recreation clubhouse, and a 4-hole practice course
integrated with related visitor and residential uses.
The western portion of the development area, below
Kukuihaele Village, will include a one-acre lot sized
subdivision.
Further, informs the proposed development for the
mauka area includes two golf courses and related
facilities, a retreat resort, an agricultural park,
several one-acre lot sized subdivisions and open space
areas.
Comm. 2971: Copy of letter to the Planning Director and the
Planning Commission, from Henry A. Ross, dated
October 14, 1991, concerning Hamakua Sugar Company's
land use changes and public hearings, etc.
