RESOLUTION NO. 27 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOPE SERVICES
HAWAII, INC., FOR THE 2014 HILO HOLIDAY PARADE.
WHEREAS, Hope Services Hawaii, Inc., a 501(c)(3) nonprofit, is a statewide
organization that provides an array of services to the homeless; and
WHEREAS, Hope Services Hawaii, Inc., was a core sponsor of the 2014 Hilo Holiday
Parade, which was a community celebration commemorating the start of the holiday season that
included Christmas floats and entertainment for the community at large; and
WHEREAS, funds are needed to help defray the costs associated with the 2014 Hilo
Holiday Parade, which included advertisements for road closures, refreshments, trophies, and the
hiring of special duty officers during the festivities in order to provide a safe and enjoyable
environment for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to
the Department of Parks and Recreation to provide a grant to Hope Services Hawaii, Inc., for
the 2014 Hilo Holiday Parade; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
