EXPLANATION (Provide complete explanation):
The undercarriage of the 2003 Caterpillar D8R Dozer needs to be repaired. The D8 Dozer is necessary to
continue the work for lower Puna's alternate roads and escape routes due to the June 27 Lava Flow. Subsequent
work that requires the use of the D8 Dozer are projects such as the Kapulena water reservoir, cutting the access
road to the Piihonua berm, and roads in limbo construction.
