The Department of Public Works is requesting to add an appropriation to Ordinance 14 -82, the
Capital Budget, for Lower Puna Lava Response Projects. This item is being established to account
for the costs of repairs, restoration, rebuilding, maintenance and/or improvement to County
infrastructure to ensure the County is able to respond to disasters and emergencies and to protect
public health and safety.
Enclosed is a bill for an ordinance to add the project titled "Lower Puna Lava Response Projects"
and to appropriate $20,000,000 to the Capital Budget.
The Department of Public Works requests that this bill be waived from the Finance Committee and
be placed on the January 7, 2015 Council agenda due to the time sensitive nature of this matter. If
there are any questions, please do not hesitate to call Warren Lee, Director of the Department of

Amend Ordinance 14 -82, the Capital Budget as follows:
Lower Puna Lava Response Projects
$20,000,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The June 27, 2014 Lava Flow on the Northeast Flank of the Pu'u O'o may cross State Highway 130 in
the near future, isolating the communities south of the crossing. According to the 2010 Census data,
and our estimates of this fast growing Puna population, this area affects over 8,300 people.
We are requesting establishing this project to account for the cost for all aspects related to the June 27
Flow, to repair, restore, rebuild, maintain, or improve, infrastructure to project public health and safety.
The Department of Public Works would like to request a waiver from the Finance Committee in order to
expedite the work for this project.

AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING
THEREOF FOR THE FISCAL YEAR JULY 1, 2014 TO JUNE 30, 2015
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
