Re: Resolution Creating New Position
The Office of the Prosecuting Attorney wishes to establish a new Supervising Deputy Prosecutor
(Temporary) position, funded by the FY2013 Edward Byrne Memorial Justice Assistance Grant.
Ordinance 14 -137, approved by Council on December 11, 2014, authorized the appropriation of
these funds. This position will oversee the Specialized Sexual Assault Unit and will be located in
Hilo to coordinate cases island -wide.
The Office of the Prosecuting Attorney requests that this resolution be waived from the Finance
Committee, and be placed on the January 7, 2015 Council Agenda to expedite the process of filling
this position. If there are any questions, please do not hesitate to call Lee Lord of the Office of the

Establish new Supevising Deputy Prosecutor position to oversee the Specialized Sexual assault Unit at the
Office of the Prosecuting Attorney funded by the Edward Byrne Memorial Justice Assitance Grant. The
Supervising Deputy Prosecutor will be responsible for 1) Supervising deputies assigned to sexual assault
cases, 2) Prosecuting selected complex or highly difficult sexual assault cases, 3) Maintaining and enforcing
policies, procedures and protocols for sexual assault cases at the Prosecuting Attorney's office, 4) Meet with
police and other criminal justice partners to improve the quality of investigations for these cases so that they
move more expeditioulsy through the criminal justice system and 5) Ensure education and training regarding
best practices for sexual assault cases for Deputy Prosecutors, police and other criminal justice partners.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
With Ordinance No. 14 -137 County Council approved the Office of the Prosecuting Attorney to appropriate
funds totalling $160,000 for calendar year 2015 for the creation and implementation of a Specialized Sexual --
Assault Unit at our Office of the Prosecuting Attorney using the "FY 2013 [sic] Edward Byrne Memorial
Justice Assitance Grant ". This position will be located in Hilo and coordinate sex assault cases islandwide.

PROSECUTING ATTORNEY POSITION (TEMPORARY) FOR THE OFFICE OF THE
PROSECUTING ATTORNEY
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
