Re: Agreement with the State of Hawaii Department of Agriculture "— The State of Hawaii Department of Agriculture Plant Quarantine branch, is responsible to regulate the transportation of non - domestic animals entering the State. Those animals which are prohibited must be held until they can be shipped out of state, but due to space limitations, the State is unable to provide them with adequate safeguarding. The Pana`ewa Zoo can provide a designated holding facility and implement measures to safeguard these animals while they are held. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii Department of Agriculture for the County to provide the State with a designated holding facility at the Pana`ewa Zoo, and to provide safeguards for the animals being held. REQUEST: DEPARTMENT OF FINANCE REQUEST FOR COUNCIL ACTION Parks and Recreation Reid Sewake DATE: 12/3/14 PHONE: 961 -8560 Requesting a resolution authorizing the Mayor to enter into an intergovernmental cooperative agreement with the State Department of Agriculture to provide a designated holding facility at Pana'ewa Zoo to safeguard prohibited non - domestic animals. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State of Hawaii Department of Agriculture Plant Quarantine Branch is responsible for regulating the importation of non - domestic animals entering the State. Prohibited non - domestic animals which the Plant Quarantine Branch receives need safeguarding until they can be shipped out -of- state. Due to space limitations, some of these animals cannot be adequately safeguarded. The Pana'ewa Zoo is able to provide a designated holding facility to safeguard these animals. It will be the public's benefit for Pana'ewa Zoo to temporarily display the prohibited non - domestic animals in an effort to educate the public about Hawaii's plant and non - domestic animal quarantine laws. The Pana'ewa Zoo will maintain security for the prohibited animals by ensuring facility is located away from other exhibits, ensuring the area around the holding facility is fenced, limiting access to the holding facility and implementing strict safegaurds to prevent escape or theft. Pursuant to Section 2(g; of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above - referenced matter be waived from the Committee on Public Works and Parks and Recreation to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Public Works and Parks and Recreation for placement on its future agenda.
