The Department of Human Resources Workers' Compensation Division would like to renew
their agreement with the State of Hawaii Department of Human Resources Development to
provide workers' compensation administration services for the Department of Parks and
Recreation and for the Police Department. The service provided by the State has been a cost
effective solution in reducing the number of open claims for the County.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of
Hawaii Human Resources Development to provide workers' compensation administrative
services.
The Department of Human Resources requests that this resolution be waived from the Finance
Committee and be placed on the February 4, 2015 Council Agenda due to the expiration of the
current agreement on March 31, 2015. If there are any questions, please do not hesitate to call

Approval authorizing the Mayor to enter into an agreement with the State of Hawaii Department of Human
Resources Development to provide workers' compensation administration services.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Human Resources Workers' Compensation Division would like to renew its agreement
with the State of Hawai'i Department of Human Resources Development to provide workers' compensation
administration services. The current agreement ends March 31, 2011i. The service provided by the State
has been a cost effective solution in reducing the number of open claims for the County. Lower case loads
per adjuster allow for more thorough and aggressive claims management, speedier resolution, and therefore
lower claim cost. Complexity and severity of injury are considerations to maintaining a manageable case
load per adjuster. We would like to continue to have the State of Hawai'i Department of Human Resources
Development provide workers' compensation administration services for the Department of Parks and
Recreation and the Police Department.

RE: Resolution No. 54 -15 : RESOLUTION AUTHORIZING THE OFFICE OF THE
MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII
DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT, PURSUANT TO HRS
46 -7, TO PROVIDE WORKERS' COMPENSATION ADMINISTRATION SERVICES
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
