Miura Deputy Director w The Department of Human Resources Workers' Compensation Division would like to renew their agreement with the State of Hawaii Department of Human Resources Development to provide workers' compensation administration services for the Department of Parks and Recreation and for the Police Department. The service provided by the State has been a cost effective solution in reducing the number of open claims for the County. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii Human Resources Development to provide workers' compensation administrative services. The Department of Human Resources requests that this resolution be waived from the Finance Committee and be placed on the February 4, 2015 Council Agenda due to the expiration of the current agreement on March 31, 2015. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Department of Human Resources Workers' Compensation Division would like to renew its agreement with the State of Hawai'i Department of Human Resources Development to provide workers' compensation administration services. The current agreement ends March 31, 2011i. The service provided by the State has been a cost effective solution in reducing the number of open claims for the County. Lower case loads per adjuster allow for more thorough and aggressive claims management, speedier resolution, and therefore lower claim cost. Complexity and severity of injury are considerations to maintaining a manageable case load per adjuster. We would like to continue to have the State of Hawai'i Department of Human Resources Development provide workers' compensation administration services for the Department of Parks and Recreation and the Police Department. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
