RESOLUTION NO. 81 15
A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO PASS HOUSE
BILL NO. 833 RELATING TO THE TRANSIENT ACCOMODATIONS TAX.
WHEREAS, the transient accommodations tax is a tax levied by the State of Hawaii on
the proceeds derived from furnishing transient accommodations; and
WHEREAS, Act 185, Session Laws of Hawaii 1990, gave the counties a share of
transient accommodations tax revenue; and
WHEREAS, according to Conference Committee Report No. 207 (1990), the purpose of
Act 185 was to provide a more equitable method of sharing state revenues with the counties,
rather than continuing with the system that existed at the time whereby the counties requested
financial assistance through grants-in-aid from the State; and
WHEREAS, House Bill No. 833 permanently allocates $103,000,000 in transient
accommodations tax revenue to the counties; and
WHEREAS, the counties' share of the tax is a stabilizing force for county finances,
providing for improved budgeting and planning; and
WHEREAS, the transient accommodations tax provides needed revenues for the
operations of county government to enhance visitor satisfaction; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Hawaii State Legislature is urged to pass House Bill No. 833 relating to the transient
accommodations tax.
BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii is directed to
transmit copies of this Resolution to the Honorable Governor David Y. Ige, the Honorable
Speaker of the House of Representatives Joseph M. Souki, the Honorable Representative Tom
Brower, and the Honorable Representative Sylvia Luke.
