Re: Comm. No. 1025/ Bill No. 281
Your Committee on Planning, to which was referred Bill No. 281, reports as follows:
Bill 281, transmitted by Council Member Karen Eoff, via Communication 1025 dated August 28,
2014, amends Chapter 25, Article 6, Division 1, and Article 5 of the Hawaii County Code 1983
(2005 Edition, as amended) to require that Planned Unit Development applications be reviewed
and approved by the Planning Commission that holds jurisdiction over the area containing the
property for which the application is sought. The intent of this bill is to provide for public input
and increased transparency in the approval process by referring applications to the appropriate
Planning Commission, and to ensure that applications are compatible with the appropriate
community development plan.
This bill was introduced by Karen Eoff to Your Committee on September 16, 2014, at which
time it was referred to the Windward Planning Commission and the Leeward Planning
Commission; it received a positive recommendation from the Windward Planning Commission
on December 4, 2014; and received a positive recommendation from the Leeward Planning
Commission on December 18, 2014. Communication 70, from Mayor William P. Kenoi, dated
January 7, 2015, transmits the Windward and Leeward Planning Commission's favorable
recommendations.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 281 and
recommends passage on first reading.
