Your Committee on Planning, to which was referred Bill No. 282, reports as follows:
Bill No. 282, transmitted by Mayor William P. Kenoi via Communication No. 1027 dated
August 28, 2014, amends Chapter 25, Article 3, Section 25-3-2, Article 4, Section 25-4-59.2, and
Article 7 of the Hawaii County Code 1983 (2005 Edition, as amended) relating to the
establishment of a special district to be known as the Pdhoa Village Design District to include
adopted design guidelines and a design review committee, and providing an exception to off-
street parking and loading requirements for the aforementioned special district.
The bill would provide a process for community review of project applications and plan, and to
provide distinct requirements for Off -Street Parking and Loading in the proposed PVD District.
This bill received a favorable recommendation from the Windward Planning Commission on
July 3, 2014.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 282 and
recommends passage on first reading.
