Your Committee on Planning, to which was referred Bill No. 291, reports as follows:
Bill No. 291, transmitted by Planning Director Duane Kanuha via Communication No. 1044
dated August 28, 2014, amends Chapter 3 of the Hawaii County Code 1983 (2005 Edition, as
amended) relating to regulation of signs in the Pahoa Village Design District.
The bill sets forth the requirements and procedures for obtaining a permit for signage within the
Pahoa Village Design District, and also establishes the review process for sign permit
applications.
These signage standards were drafted by members of the Pahoa Regional Town Center Plan
Subcommittee of the Puna Community Development Plan Action Committee, with refinements
made after input from the public and from the Department of Public Works and the Planning
Department.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 291 and
recommends passage on first reading.
