I hereby certify that the following Bills passed first reading at the meeting of the Hawaii County
Council on February 18, 2015, by vote as listed below:
Bill 17: Amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code)
of the Hawaii County Code 1983 (2005 Edition), by Changing the District Classification from
Agricultural — Three Acres (A -3a) to Family Agricultural — One Acre (FA -la) at Waiakea
Homesteads 2"d Series, Waiakea, South Hilo, Hawaii, Covered by TMK: 2-4-034:045;
Applicants: Melvin and Brenda Morris. The applicants shall make its fair share contribution to
mitigate the potential regional impacts of the development with respect to parks and recreation,
fire, police, solid waste disposal facilities and roads. The fair share contribution shall have a
combined value of $13,312.70 per single family residential unit. AYES: Council Members
Chung, David, Eoff, Ilagan, Onishi, Paleka, Poindexter, Wille, and Chair Kanuha — 9; NOES:
None; ABSENT: None; EXCUSED: None.
Bill 18: Amends Section 25-8-3 (North Kona District Zone Map), Article 8, Chapter 25
(Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by Changing the District
Classification from Agricultural — 1 Acre (A-1 a) to Village Commercial — 10,000 Square Feet
(CV -10) at H61ualoa, North Kona, Hawaii, Covered by TMK: 7-6-013:017; Applicant:
Orchid Isle Auto Center. If the applicant, successors, or assigns develop residential units on the
subject property, the applicant shall make its fair share contribution to mitigate the potential
regional impacts of the property with respect to parks and recreation, fire, police, solid waste
disposal facilities and roads for the additional lots or units created. The fair share contribution
shall have a combined value of $8,542.61 per multiple family residential unit ($13,312.70 per
single family residential unit). AYES: Council Members Chung, David, Eoff, Ilagan, Onishi,
Paleka, Poindexter, Wille, and Chair Kanuha — 9; NOES: None; ABSENT: None; EXCUSED:
None.
Bill 20: Amends Ordinance No. 14-82, as Amended, Relating to Public Improvements and
Financing Thereof for the Fiscal Year July 1, 2014, to June 30, 2015. Adds the Environmental
Management Hilo Ocean Outfall Assess/Repair project for $4.95 million to the Capital Budget.
Funds for the project shall be provided from General Obligation Bonds, Capital Projects Fund —
Fund Balance and/or Other Sources. AYES: Council Members Chung, David, Eoff, Ilagan,
Onishi, Paleka, Poindexter, Wille, and Chair Kanuha — 9; NOES: None; ABSENT: None;
EXCUSED: None.
