Re: Capital Budget
The Department of Parks and Recreation is requesting to add an appropriation to Ordinance
14-82, the Capital Budget, for their Pana'ewa Zoo and Gardens project. These funds,
which are being re -appropriated from a lapsed CIP account, will be used to purchase
equipment in order to complete the children's playground at the zoo.
Enclosed is a bill for an ordinance to add the project titled "Pana'ewa Zoo and Gardens"
and to appropriate $136,294.07 to the Capital Budget for this project. The Department of
Parks and Recreation requests that this bill be waived from the Finance Committee, and
be placed on the March 18, 2015 Council Agenda in order to expedite this project. If
there are any questions, please do not hesitate to call James Komata of the Department of

A. REQUEST:
To amend Ordinance 14-82, as amended, the Capital Improvement Projects budget, to reappropriate
Account 110.599.5591.06.115 "Panaewa Rainforest Zoo and Gardens Comfort Station" originally created via
Ordinance 07-83 and reappropriated per ordinance 10-60 in the amount of $136,294.07, which lapsed June
30, 2013.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
These funds provided augmented restroom amenities for the public to utilize at the zoo that will be ADA -
compliant, provides the zoo manager a dedicated office space for the execution of her duties and secure
storage of files. It provided some children's playground equipment system to enhance children's use and
enjoyment of their zoo experience.
To complete the playground area for the childeren, there are additional equipment which needs to be
purchased.
Lapsed funds from the prior appropriation (Ordinance No. 10-60) will be used to fund this reappropriation.
Funding necessary for the completion of the procurement and installation of the playground equipment.
The department requests that this bill be waived from Finance Committee and proceed
directly for Council's review to help expedite this project.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
