The Hawaii County Police Department wishes to provide $150,000 to the Hawaii Island
Economic Development Board (HIEDB) to supplement funds they have obtained through
public donations in order to construct a police memorial for fallen officers at a site
located at the Hilo police station. The HIEDB is a 501(c)3 nonprofit organization whose
mission is to provide and promote private sector support and expertise for balanced
growth in Hawaii County, in partnership with federal, state, county, and private
resources.
The Police Department requests that this resolution be waived from the Finance
Committee and be placed on the March 18, 2015 Council agenda in order to expedite the
construction of this police memorial for fallen officers. If there are any questions, please

A. REQUEST:
Pursuant to Hawaii County Code Section 2-139(a)(3)(A), the Hawaii Police Department requests Council
approval to award $150,000, to the Hawaii Island Economic Development Board (HIEDB) to supplement
funds they have obtained through public donations, for their construction of a Police Memorial for fallen
officers at a site located at the Public Safety Complex (Hilo Police Station) on Kapiolani Street, in Hilo.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
There are more than 900,000 sworn law enforcement officers now serving in the United States, which is the
highest figure ever. About 12 percent of those are female. According to the FBI's Uniform Crime Reports, an
estimated 1.16 million violent crimes occurred nationwide in 2013, a decrease of 4.4 percent from 2012.
Crime fighting has taken its toll. Since the first recorded police death in 1791, there have been over 20,000
law enforcement officers killed in the line of duty. Currently, there are 20,267 names engraved on the walls
of the National Law Enforcement Officers Memorial. A total of 1,501 law enforcement officers died in the line
of duty during the past 10 years, an average of one death every 58 hours or 150 per year.
According to the National Law Enforcement Officers Memorial Fund, fifty-four law enforcement officers have
lost their lives in the line of duty in Hawaii; four of which were officers with the Hawaii Police Department.
The memorial to be erected, will pay tribute to these Hawaii Police Department officers, who are Officer
Manuel Cadinha, who gave his life in 1918, Officer William "Red" Oili, who gave his life in 1936, Officer
Ronald "Shige" Jitchaku, who gave his life in 1990 and Officer Kenneth Keliipio, who gave his life in 1997.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
