These new positions are part of the Department's overall Community Policing program and responds to critical issues of school-based policing through School Resource Officers. One position will be based at the Waimea Middle School, and the other position will be based at the Kea`au Middle School. The Police Department requests that this resolution be waived from the Finance Committee and be placed on the March 18, 2015 Council agenda in order to expedite their COPS Hiring Program. REQUEST: To create two (2) Police Officer II positions under the COPS in Schools Grant B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): During the January 7, 2015, County Council meeting held in Hilo Council Chambers, the County Council passed (final reading), Bill 6: Amending Ordiannce No. 14-81, As Amended, the Operating Budget for the County of Hawai'i for the Fiscal Year ending June 30, 2015. That appropriates revenues in the federal grants — Community Oriented Policing Services (Cops) 2014 grant account ($250,000). Funds to be used by the Police Department to hire two police officers for its COPS Hiring Program. The U.S. Department of Justice, Office of Community Oriented Policing Services is providing federal funds of $250,000 for the purpose of supporting the Hawaii Police Department's COPS Hiring Program. The funds from the grant will be used to partially fund salaries for the hiring of two Police Officers, for a 36 month period. These officers will be part of the department's overall Community Policing program and response to critical issues of school based policing through School Resource Officers. Under the provisions of the grant one position will be based at the Waimea Middle School and one position will be based at the Keaau Middle School. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
