Bill 281
As an attorney in Kona for approximately 35 years with a lot of real-estate and development experience, I strongly
support Bill 281, It is long overdue, with the present PUD process, which is really a form of subdivision without
opportunity for public input, having been widely abused, and unsuccessful when challenged in courts. Bill 281 is much
needed for transparency and accountability, at last the opportunity for public input to insure quality development which
will reasonably accommodate neighbors and codified community plans, and to place responsibility for subdivisions
where it belongs. Please pass this bill. Mark Van Pernis
