No. 138 PLACE: Council Chambers Hilo, Hawaii TIME: 9:50 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance,to which was referred Communication No. 138, reports as follows: Communication 138, transmitted by Mayor William P. Kenoi, dated February 11, 2015, requests review and favorable recommendation of the nomination of Mr. Kenneth G. Goodenow of Council District 2 to the Hawai`i County Board of Ethics. Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward with Nominee Goodenow. She provided background information, expressed the Mayor's support, and requested Council's favorable action of this appointment. Mr. Goodenow is a lifelong resident of Hawai`i and is currently a self-employed attorney who was previously employed with Carlsmith Ball LLP. From 2005 to 2010, Mr. Goodenow was employed by the County of Hawai`i with the Office of the County Clerk. If confirmed, Mr. Goodenow will serve a term to expire on December 31, 2019, and he will replace Bernard Balsis whose term expired on December 31, 2014. Council Chair Dru Mamo Kanuha recused himself from voting on Mr. Goodenow's nomination to avoid any appearance of impropriety, in that he has a matter to be heard before the Board of Ethics. Committee Chair Eoff informed Mr. Goodenow that he did not need to appear before the full Council for confirmation. Pursuant to Article XIV, §14-5(a), Hawai`i County Charter,there shall be a Board of Ethics appointed by the Mayor with the approval of Council. Your Committee on Finance is in accord with the purpose and intent of Communication No. 138, and recommends confirmation of the appointment of Mr. Kenneth G.
