In accordance with (1) Article XIII, Section 13 -12, of the Hawaii County Charter, which
provides that the Council, on behalf of the County, may accept gifts of donations of
money, securities or other personal property or of real estate or any interest in real estate,
and with (2) Chapter 2, Article 30, Section 2 -162 (b), of the Hawaii County Code, which
states that a gift or donation of money, securities, or personal property not covered by the
capitalization procedures (of the Department of Finance) shall be submitted to the
Council by letter for its approval, we request the Council's approval of the following
donation:
Two (2) hand -held fingerprinting devices, with a value of $600 each, donated by Lori
A. Kaneshiro, Criminal ID Supervisor, State of Hawaii Department of the Attorney
General Hawaii Criminal Justice Data Center, 465 King Street, Room 102,
Honolulu, Hawaii 96813.
Please send a letter of appreciation to the State of Hawaii Department of the Attorney
General at the address provided above. If there are any questions, please do not hesitate
to call Hauoli Aiona of the Hawaii Police Department at 961 -2273.

The Department of the Attorney General is offering for free, two hand held fingerprinting devices, known as
the MC75A. Requesting for you to prepare a ke , to accept this donation, valued at $600 each. Device
will be used to fingerprint individuals in the field. A 1-t4"r *

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The donation will be used by Police Officers in the field to fingerprint individuals. The device is connected
with a fingerprint data base which will allow the officer to immediately determine someone's identity, provided
that individuals fingerprints are in the system.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
