They can not regulate the fishery aspect, and decided to tackle the land based businesses. This bill requires ONLY aquarium fish be shipped in a gallon of water, does not allow for purging prior to shipping and gives the Humane Society the authority to regulate what they decide as recklessly transporting of fish in the county. This has nothing to do with animal welfare, it is about shutting down a fishery... one by one. Petition Text: We the undersigned,call on the Hawaii County Council to not support Bill 318. We have read and understand Bill 318 and do not support it. This bill is written as an animal control bill regarding aquarium fish but its design will virtually eliminate the fishery and cause severe financial impact on local families. The survival rates of properly packaged fish is very high for most shippers as their reputation rides on this. Tropical fish are admired and pampered worldwide and I would suggest are more at risk from pollution and predators than being shipped to aquariums. This moral smugness drives them to repeatedly lie about the truth and facts, in spite of scientific method, plain observation, and numerous scientists repeatedly demonstrating that the Kona coast's tropical fishery is a sustainable resource. Snorkel Bob and Rene Umberger have predicated their fight on the idea that they are right and everyone against them is wrong, regardless of the facts. For years now during each new legislative session, they have reintroduced the same Bills with slight alteration of wording, thus wasting Hawaiian taxpayers' valuable money and time with each rejection. Their fanaticism survives mainly from funding and aid from mainland organizations with such as Sea Shepard, which a California Judge described as "Pirates." This blatant disregard for open, rational dialogue is anti-American and has nothing to do with the Aloha spirit. Bob and Rene should be put in their places, and sent back to Maui (or California, where Rene has spent most of her life), and let Big Islanders work and make a living in Kona waters, the most regulated fishery of the great State of Hawaii. It is a very simple fact to understand. In a gallon of water the dissolved oxygen is no where close to a couple cups and the rest filled with pure oxygen. The fish in a gallon of water will die sooner because he will use up what oxygen is in the water. Scientist and public aquariums around the world will tell you this. We as well as ones associated with this industry have the best interest of the fish in mind. It is very obvious that they are trying to find a loop hole to obstruct the industry and only based on ther opinion. Everyone has an opinion. Money is the incentive to insure the greatest possibility of survival rates during shipping. Requiring a minimum 1 gallon of water per fish DOES NOT guarantee survival, but it definitely raise the cost of doing business to a level of unsustainability - the purpose of this bills' proponents. Having been in the tropical fish business for over 40 years, I can attest to the tremendous improvements in tropical fish shipping techniques in that time. It would be so much better to put together a task force comprised of people in the industry, and those who would attack it, to come up with viable solutions. I am thoroughly convinced that there is not a depletion of the aquarium fish resources on the big Island. Dr. Bill Walsh, and all of the other experts, in the field of aquarium fish, have, done extensive fish counts, and proven that there is not a depletion of aquarium fish on the big island. With 35% of the coastline closed it has proven to be very effective and providing a sustainable fishery, for everyone to use for our lifetime and the lifetimes of our children. This is simply a few individuals, with lots of money, who are trying to push their will, on the many who oppose these rules, to close the aquarium fish industry by making it impossible for us to ship fish. However, parts of it are highly subjective and open the door for mass govt. intrusion. Most wild caught fish aren't going to eat 24 hrs after capture anyway... and 1 gal of water would be overkill for really small fish. It's best to transport with minimum amount of water and maximum amount of oxygen in the bag. Or, if they're referring to the buckets used to transport from the collection site to the holding facility... requiring a 5 gallon bucket just to transport 5 tiny gobies is asinine?! Part of my study focused on holding and transport of live yellow tang in the West Hawaii aquarium trade. My research on fish holding and transport indicated that the practices implemented by Hawaiian fish exporters do not cause mortality in yellow tang. In June of 2012, 1 collaborated with fishers and exporters in Kona, and caught 60 yellow tang from the reef, held them in a working export facility, and shipped them from Kona, HI to Portland, OR. The fish were then transported to the Hatfield Marine Science Center in Newport, OR where they resided for 6 months. My study shows 100% survival rate of these tangs during collection, holding in the export facility, air transport, and after a 6 -month holding period. In fact, the fish have now become part of an exhibit at the Hatfield Marine Science Center about sustainability in the aquarium trade and I have received no reports of mortality after 2.5 years.
