Dear Chairman Kanuha and Council Members:
It is my pleasure to nominate Ms. Juliette "Julie" M. Tulang to the County of Hawaii Merit
Appeals Board. Ms. Tulang is a lifelong resident of Hawai'i. She is presently retired.
Ms. Tulang worked for the Hawaii Community Foundation and from 1993 to 2000, she served
as the Director and Deputy Director for the County of Hawaii Department of Parks and
Recreation
Ms. Tulang is the current board president of the Hilo Medical Foundation. She is also the
Service Committee Chair of the Zonta Club of Hilo and a board member of the Chinese Civic
Association of Hawai' i . Ms. Tulang states that she is not affiliated with any political party. If
confirmed, she will serve a term to end on December 31, 2017, replacing Mr. Kenneth Rowe
whose term expired on December 31, 2013.
I would like to respectfully request that this nomination be waived out of committee, and placed
on the April 1, 2015 Council Agenda. Should you have any questions, please feel free to

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
