Your Committee on Finance, to which was referred Communication No. 153, reports as follows:
Communication 153, transmitted by Mayor William P. Kenoi, dated February 18, 2015, requests review and
favorable recommendation of the nomination of Ms. Rene Siracusa of Council District 5 to the Hawaii County
Public Access, Open Space, and Natural Resources Preservation Commission (PONC).
Ms. Siracusa is a 42 year resident of Hawaii and is currently the president of Malama O Puna and the Puna
Community Medical Center. She is the treasurer and fundraising chair of Kokua Pahoa and a member of the
Ka`ohe Homesteads Neighborhood Watch. If confirmed, Ms. Siracusa will serve a term to expire on
December 31, 2018.
Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward and provided background
information on Nominee Siracusa, expressed the Mayor's support, and requested Council's favorable action of
this appointment. Nominee Siracusa appeared by videoconference from the Pahoa Neighborhood Facility.
Several Council Members expressed support of Ms. Siracusa's appointment to the commission.
Committee Chair Eoff informed Ms. Siracusa that she did not need to appear before the full Council for
confirmation.
Pursuant to Article 42, §2-215(a), Hawaii County Code, there is established a Public Access, Open Space, and
Natural Resources Preservation Commission, which shall consist of nine members, appointed by the Mayor
and confirmed by the Council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 153, and
recommends confirmation of the appointment of Ms. Rene Siracusa to the Hawaii County Public Access, Open
Space, and Natural Resources Preservation Commission.
