SUBJECT: Recommended Funding ofNon-Profit Organizations, FY 1999-2000
I am pleased to transmit the recommendations of the Human Services Non-Profit Grant Review
Committee for funding ofnon-profit agencies in Hawaii County in fiscal yeaz 1999-2000. The
review team was composed of three legislative auditor assistants and myself. Following
extensive review of all applications, the committee prepared written summaries of the grant
submittals for the council member's review and conducted week-long site visitations and
interviews of each applicant organization.
This year the committee again received applications for funding well in excess of the County's
$900,000 annual appropriation. The total requests added up to $1,375,629. The committee feels
it has successfully apportioned its funding recommendations to substantially sustain funding for
critical human services supplied by a broad spectrum of providers in our community. The
Committee has made a special attempt to direct money towards programs where the funding goes
directly to client services, where it reaches the greatest number of clients, and where it serves the
needs of children.
The committee has recommended funding support for three new programs. These programs
provide for bereavement services (Hospice of Kona), disaster preparedness (American Red Cross-
West Hawai'i), and athletic training for Special Olympics participants (East Hawaii Special
Olympics).
