(808) 969-3291 Dear Council Chair Tyler and Committee Members ,;u{ie Jacobson, Aaron Chung, Leningrad Elarionoff, Bobby Jean Leithead-Todd, Nancy Pisicct:ia, AI Smith, Dominic Yagong, and James Arakaki, On behalf of the East Hawaii Coalition far the Homeless (EHCH) clients, Board of Directors, and Staff, we extend our heartfelt thank you for the opportunity to sttare additional information on o:.~r Human Services grants, at the Special Meeting yesterday. We would also like to further inform you that the 535,000 awarded last year assisted the EHCH in securing staffing such as the Case Manager(s) for the Emergency Shelter. Due to our projected increase in serving homeless families with children an~i individuals for both tfie Emergency and Transitional Shelter programs, we have included these expenses into our grant applications. For the Emergency Shelter program, we are projecting to serve 600 homeless clients in the tfscal year 1999-2000. The EHCH is requestinn the necessa,y ~G9,000 to supplement the total program coc:. For the Transitional project, we anticipate serving 42 Families with children and/or individuals, and need assistance in paying the occupancy rent and utilities expenses of $11,500. Note that ;he amount requested for both projects are amounts that tie State and private foundations have placed restricted funding amounts. The difference between the two projects is that the TransiGo-,al Project is assisting clients to further become self-su~5cient and economically independent by requiring goals of securing employment, seeking higher education and vocational training, and eventually transitioning off of public welfare benefits. The EHCH sincerely appreciates the County Council`:: ^ontinued support in serving the homeless families with children and individuals on the Big Isl~.n~. 'Maur support has contributed to the 75% success rate of homeless clients meeting their t,ou'ir:;: and human services goals and breaking the cycle of homelessness.
