Your Committee on Environmental Management, to which was referred Comm. No. 154, reports
follows:
Communication 154, transmitted by Mayor William P. Kenoi, dated February 18, 2015, requests
review and favorable recommendation of the nomination of Ms. Luana A. Neff of Council
District 1 to the Environmental Management Commission.
Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward with Nominee
Neff She provided background information, expressed the Mayors support, and requested
Council's favorable action of this appointment.
Ms. Neff is a life-long resident of Hawai`i and is the co-owner of The Hawaiian Force, and she is
also the Big Island Coordinator for RCUH-University of Hawai`i at Manoa's Children's Healthy
Living Program. Ms. Neff is a board member of Kua 0 Ka La Public Charter School, and a
board member of Ala Kukui Hana Retreat. She states she is a Democrat.
Pursuant to Article VI, §6-10.5, Hawai`i County Charter, there shall be an environmental
management commission consisting of nine members who shall be appointed by the Mayor and
confirmed by the Council.
Your Committee on Environmental Management is in accord with the purpose and intent of
Communication No. 154, and recommends confirmation of the appointment of Ms. Neff to the
Hawai`i County Environmental Management Commission.
