County of Hawau Civil Defense, provide a Veterans Museum for Waz-Time Artifacts and
memorable items of interest, and develop a Scholarship Program for the descendant or sibling
of a Veteran who is a member of any one of the (30) thirty Veteran Organizations of the Hawaii
Island Veterans Memorial Inc. This CVC will be the first of its kind in the State of Hawaii.
The latest Veterans Administration Veterans Population figures for the County of Hawaii was
14,440 as of July 1993. There are 11,190 Waz-Time, and 3,250 Peace-Time Veterans., of this,
there aze 13,860 Male Veterans and 580 Female Veterans. Comm. No. ~ 50. O I S

With the increased Armed Forces Military Veterans Population of Hawau County there as a
serious need for a permanent centralized facility that will accommodate all Veterans
requiremems. At the present, Veterans do not have a permanem location for the CBOC,
Medical Treatment, Out-Patient Referral, and Counseling and Re-Adjustment, there is no
Facility that provides for Recreation or Alternate Housing, in addition we also have Homeless
Veterans that need our help and assistance.
Mayor Steven Yamashiro has agreed to exchange 5 acres of Hawan County Land near a High
School in Kona, for the 5.23 acres of State Land that we are requesting. He will then lease the
land to the Hawaii Island Veterans Memorial Inc. on a long teen Lease.
We need yow help to obtain funding for ow Project, please support and vote for ow Grant
Request, providing $42,820.00 in start up funds for Administration and Operation for the
Combined Veterans Cemer, in Milo, HI..
The Hawaii Island Veterans Memorial Inc., was formed by the 30 Veterans Organizations to
Plan, Build, and Operate a Combined Veterans Center and 50 Unit Veterans Home, this project
is to be accomplished in 3 phases, the first phase will consist of the Veterans Center,
Counseling and Re-adjustment and CBOC. The 2nd phase will consist of a Garage, Multi-
purpose Volleyball, Tennis, Basketball Courts, Gateball Courts for Seniors, and a Picnic
Recreation area. The 3rd phase will consist of a 50 Unit Veterans Home and Cafeteria.
This CVC Project wiil provide a duect benefit to the economy and employment of Hawati
County, generating a short term employment impact of approx. 927 man days of construction in
Ph.I and Ph.q and the Sub-Constnrction work will provide approx.. 1182 man days, those
figures combined, provide for a construction completion time frame of approx., 8 to 11 months.
The construction employmert will definitely benefit the Milo area, and the Hawaii County
Economy.
Long term employment will be approximately 5 employees initially, and with the completion of
Ph III, a 50 unit Veterans Home, the employees will increase to 20, that will generate a
significant long term permanem boast to the Hawaii County Economy.
The lack of support, approval or deferral, of funds for start up costs for this CVC, will mean the
Veterans, and their families would continue suffer, do with out proper Medical treatment,
counseling, readjustment, and especially in the area of PTSD Group Sessions, and Therapy. It
would have a direct adverse affect on the morale and welfare of all Veterans and their families.
We humbly ask for yow support and approval for this Grant Request.
In closing, we humbly ask for your Support, and Assistance for this very meaningful and
important project to Hawaii Island Veterans. All the Veterans of Hawari County would like to
