BACKGROUND INFORMATION:
Since July 1994, County funds have been utilized to tund a part-time outreach prevention
counselor position. The focus of this position has been to provide counseling through
individual, group and family sessions to assist in redirecting "at-risk" youth to more
positive activities. In addition, part of this position is funded through a subcontract with
the Boys and Girls Club of Honolulu with funding by the State Office of Youth Services
to assist with a Youth Service Center(YSC) program. The YSC, or Kuha'o Club,
provides various delinquency prevention activities in seven program areas: social
recreation; health and physical education; cultural enrichment; citizenship and leadership
development; personal and educational development; outdoor and environmental
education; and targeted outreach. In FY98 for the period covering July 1997-June 1998,
the outreach counselor provided assistance to 80 youths This exceeded the goal of
services to 60 youths based on a full-time position.
Curremly, County funds are utilized for apart-timeYouth Development Specialist
position to provide a prevention program for youth in the decrease of use and abuse of
alcohol, illicit drugs and eazly use of gate-way drugs, violence, and decrease of
adolescent sexual behavior. This service is available to the at-risk population such as
runaways and other status offenders, those at risk of teen pregnancy or involvement in
youth gangs, and youth experiencing poor adjustment to school including truancy and
dropout. The goal is to assist Puna communities whose children attend Keaau
Elementary, Intermediate and High Schools. This will be accomplished by
implementing Smart cloves, a nationally recognized prevention program developed by

the Boys and Girls Club of America. Hilo Interim Home is subcontracted by the Boys
and Girls Club of Hawaii to implement a Youth Service Center and Smart Moves
Abstinence program in Keaau. Through this partnership, a Memorandum of Agreement
has been executed which allows Hilo Interim Home to utilize Boys and Girls Club of
America programs such as Smart cloves. Major service delivery components of Smart
Moves include: 1) Be Smart-an in-service training for community leaders, parents,
teachers, and teen peer-leaders; 2) Smart Ideas-activities which will assist Smart Moves
participants to plan, publicize and implement prevention activities; 3) Start Smart-
activities which help pre-teens develop resistance skills to the negative influences of
drugs, alcohol use, and sexual behaviors; 4) Stav Smart-a social skills resistance program
for 13-15 year olds, incorporating resistance skills, stress reduction techniques
communication skills, assertiveness training, life planning and accurate information about
drug use, alcohol use and adolescent sexuality; and 5) Smart Parents-skills development
program for parents.
FUNDING REOLTEST:
We are requesting $52,299 to allow the current part-time position to be funded at a full-
timebasis.
The outcomes we hope to achieve include decrease in juvenile crimes, involvement in
drugs, violence and gangs, early sexual behaviors, and improvement in academic
performance and school attendance. We also hope to assist youth in developing healthy
behaviors and provide them with a strong foundation of skills for the promotion of
healthy and positive behaviors.
We ask for your continued support to fund the Youth Development Specialist position at
Hilo Interim Home. Thank you for this opportunity to testify today.
