Enclosed for your review and consideration are the recommendations of the Human Services and
Social Services Committee (HSSSC), for the FY 2015-2016 appropriations for grants to
nonprofit organizations. These recommendations were made after the review of all eligible
applications provided by the Department of Finance.
On January 31, 2015, one hundred thirty-eight (138) applications were received by the
Department of Finance. One (1) application was determined ineligible because it was submitted
after the January 30, 2015 deadline and there were one hundred thirty seven (137) eligible
applications, with requests totaling $5,531,736.16. In 2014, there were one hundred three (103)
eligible applications with requests totaling $5,619,769.89 for which the Council appropriated
$1,500,000. The preliminary budget appropriation for fiscal year 2015-2016 is $1,500,000.
On February 10, 2015, in compliance with Chapter 2, Article 25 of the Hawaii County Code,
one hundred thirty seven (137) eligible applications for fiscal year 2015-2016 were transmitted
by the Department of Finance to the council members for review and appropriation of funds.
On February 17, 2015, at a meeting of the HSSSC, an ad hoc committee was formed for the
purposes of application review, applicant interviews and award recommendations.
On March 5th, 6th, and 9th, 2015, and in compliance with Hawaii Revised Statutes, Section 92-
2.5 and Hawaii County Code, Chapter 2-25, the ad hoc committee conducted one hundred thirty
seven (137) interviews. Ninety six (96) interviews took place at Council Chambers in Hilo and
forty one (41) at the West Hawaii Civic Center. In consideration of time and costs, the ad hoc
committee made a decision not to hold site visits this year.
On March 17, 2015, the ad hoc committee held a meeting to determine recommended award
amounts for each of the applicant organizations. The ad hoc committee members were able to
designate specific performance measures, expenditures, and directives to the awardees.

Although amounts requested by organizations far exceeded recommended award amounts, all
applicants expressed their understanding and conveyed their determination to continue providing
services to supplement the needs of our island communities and increasing population.
Exhibit A is a spreadsheet that shows the ad hoc committee's recommendations for fiscal year
2015-2016.

I would like to express my sincere mahalo a nui loa to Councilmembers Karen Eoff, Valerie
Poindexter, and Danny Paleka, for their service on this ad hoc committee, as well as our staff and
Council Services for their contribution in helping us make this Ad Hoc Committee process an
efficient undertaking.
Also, a special mahalo a nui loa to Mayor William Kenoi for continuing to fund the Nonprofit
Grant Program for the 2015-2016 fiscal year at $1,500,000. It has been my privilege and honor
