RESOLUTION NO. 137 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BOYS AND
GIRLS CLUB OF THE BIG ISLAND, FOR THE PA`AUILO ELEMENTARY AND
INTERMEDIATE SCHOOL GARDEN PROJECT.
WHEREAS, the Boys and Girls Club of the Big Island is a 501(c)(3) nonprofit
organization that mentors youth by example and works together to build positive relationships
within the community; and
WHEREAS, part of its program involves healthy living and Science, Math, Engineering,
Mathematics ("STEM") gardening; and
WHEREAS, Pa`auilo Elementary and Intermediate School once had a flourishing garden
that offered the community's youth a live hands-on gardening experience; and
WHEREAS, the garden spaces are overgrown and require immediate cleaning and
redesigning; and
WHEREAS, new life for the garden was inspired when the Hawaii County Civil
Defense Agency provided a presentation on community preparedness in efforts to teach the
community how to work together to be resilient should a disaster strike; and
WHEREAS, the Boys and Girls Club of the Big Island will work with teachers and the
community to incorporate some math, art, design, journaling, and possibly marketing skills into
this project; and
WHEREAS, to applaud the "fruits of their labor," a celebratory luncheon from the
garden's bounty will honor the collaboration; and
WHEREAS, bringing parents and the community into the project will be beneficial to
the youth's ownership aspect and help develop the mindset of self-reliance; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Research and Development to provide a grant to the Boys and Girls Club of
the Big Island, for garden supplies associated with the project; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and the Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
