RESOLUTION NO. 142 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE
FUTURE FOR THE 2015 HOKUPA`A YOUTH SUPPORT FORUM.
WHEREAS, the Hawaii State Department of Education's West Hawaii Complex Area
has an ongoing need to align the work of various programs, youth support organizations, and the
community to care for the social, emotional, and academic wellness of youth and young adults
ages 11 to 25; and
WHEREAS, Hokupa`a is a collaborative partnership among The Learning Coalition, the
Office of Youth Services, the University of Hawaii at Hilo (parent agency), the Hawaii
Department of Education, Kamehameha Schools, Hawaii Community College, Queen
Lili`uokalani Children's Center, the Office of the Mayor, and the Hawaii County Council; and
WHEREAS, Hokupa`a's focus is to identify priorities regarding health, well-being, and
education, to create community networks and data partnerships that involve our youth in
decision-making discussions; and
WHEREAS, Friends of the Future is a 501(c)(3) nonprofit organization that envisions
harmony and balance among the diverse people of Hawaii, and encourages individuals to strive
to enrich communities through shared vision and multi -cultural values; and
WHEREAS, on April 28, 2015, at the Hilton Waikoloa Village, the Friends of the Future
and Hokupa`a will convene a Youth Support Forum designed to increase and foster success of
youth in becoming healthy productive adults; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to Friends of the Future for the 2015
H6kupa`a Youth Support Forum; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
