from the State DBED Hilo office regarding stiffer
standards set for the Puna Geothermal Venture and
copies of the Geothermal Management Plan prepared by
the State and County Geothermal Task Force, dated
October 1991.
Comm. 2945: From D.H. Laughlin, dated October 9, 1991, concerning
the Ormat-PGV Geothermal facility blow-out which
occurred on June 12, 1991.

Comm. 2849: From Marjorie Kenty-Chamberlin, dated September 3,
1991, regarding a request for change of zone from Ag to
Commercial Ag on a 5-acre parcel of land off
Pahoa Hwy. States the area is small and very close to

Comm. 2849: Kahakai Blvd. which carries a heavy load of traffic
(Cont'd) which has further increased by the opening of the new
school. Requests the situation be carefully studied
before a commercial venture is permitted in this area.
Comm. 2856: From Marjorie Kenty-Chamberlin, dated September 10,
1991, commenting on an article which appeared in the
Hawaii Tribune Herald on September 8, 1991 indicating
that the Planning Commission approved plans for a Food
Fair supermarket to be located near the fork splitting
the new Pahoa bypass road from the Pahoa town road.
States she does not object to having a market in Pahoa
but prefers it be built at another location, for
reasons, as listed.

October 7, 1991 informing that more and more
circumvention of the County subdivision laws and
neighborhood restrictive covenants are taking place by
the continuing use of double density "condivision,"
destroying the quality of neighborhoods, making a
mockery of County and State land planning and adding to
the County's infrastructure burden. Requests that
reform of the "ohana" ordinance be expedited.

Comm. 2972: GOLF COURSES
From Councilwoman Helene H. Hale, dated October 15,
1991, proposing that a followup workshop on golf
courses to the conference held in Honolulu on
September 16th, be held in order to develop policy
guidelines applicable to our local situation. States
that right now the Council has no policy and no input
and that the Planning Commission, an appointed body,
makes all the decisions.
UNFINISHED BUSINESS
Comm. 2788: LESA LEGISLATIVE BILLS
From IGRC Chairman James Arakaki, dated August 19,
1991, submitting for review S.B. 101, S.B. 1342 and
S.B. 2113, all relating to the Land Evaluation and Site
Assessment System (LESA). States these bills were
held back in their respective committees during the
1991 legislative session. Further states he believes
that one of the bills will be the basis for enacted
legislation in 1992 and anticipates the Council will be
submitting testimony on both the merits and
shortcomings of the legislation.
Requests the Planning Committee assess these proposals
and formulate recommended positions and any additional
suggestions as to the legislation.
Comm. 2973: From Planning Director Norman K. Hayashi, dated
October 15, 1991, responding to a request for the
Administration to again review and recommend a County
position regarding the proposed LESA bills that were
introduced in the 1991 State Legislative Session.
States the Administration will be again reviewing the
LESA bills to consider the feasibility and
appropriateness of putting forth a definitive position
on the LESA concept. Further states he will be
transmitting a followup response within the next month.

Comm. 2795: REVIEW OF GEOTHERMAL RESOURCE PERMIT 87-1 0
From Gregory C. Pommerenk, President, Kapoho Community
Association, dated August 19, 1991, stating that Ormat
has violated many of the conditions of Geothermal
Resource Permit 87-1.0, as listed, and requests that
the permit be reviewed.

From Planning Director Norman K. Hayashi dated
October 7, 1991, informing that a copy of the Kapoho
Community Association's (KCA) letter of August 19, 1991
(C-2795) was received by the Planning Commission and
they have elected to defer taking any action until the
State-County Task Force's Geothermal Management Plan
has been completed. (Note: The Planning Committee at
its 9/11/91 meeting moved to refer C-2795 to
Administration for consideration)
