STATE OF HAWAII 155 IS A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO RECYCLE HAWAII FOR A ZERO -WASTE SCHOOL PROGRAM. WHEREAS, Recycle Hawaii is a 501(c)(3) nonprofit, educational organization that was incorporated in 1992, but has had an active grassroots effort since 1989; and WHEREAS, Recycle Hawai`i's mission is to promote resource awareness by educating the community about sound resource management and recycling opportunities for a more environmentally sustainable future; and WHEREAS, a community -outreach school program will initiate and facilitate any existing zero -waste programs at each of the public and charter schools in Council District 9, as follows: Waimea Elementary and Middle; Waikoloa Elementary and Middle; Kanu O Ka `Aina Elementary, Middle, and High; and North Kohala Elementary, Middle, and High; and WHEREAS, an objective will be to prepare a report for each school on the options for setting up and maintaining a zero -waste program, including how waste streams could be diverted to maximize "reduce, reuse, and recycle"; and WHEREAS, the school report will discuss options on who will collect the compostables and recyclables, as well as how these materials will be removed from the school to the appropriate disposition site (including diverting compostables to school gardens); and WHEREAS, the school report will also discuss the possibility of integrating the school program with other community programs; and WHEREAS, a program summary shall include general findings on collecting, sorting, and transporting waste, as well as networking options that would be helpful for any school on Hawaii Island to utilize when planning their own zero -waste program; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to the Department of Environmental Management to provide a grant to Recycle Hawaii to facilitate and support a zero -waste school program; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $10,000 OUT AND FROM: 010.101.5101.91 Clerk -Council SVC - Contingency Relief $10,000 CREDITED TO: 010.801.5801.35 Department of Environmental Management $10,000 Trans to Solid Waste Fund 341 Misc. Charges (Recycle Hawaii - Zero -Waste School Program) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Environmental Management and the Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
