Deaz Councilman Tyler:
We have been informed by the Committee on Human Services and Economic
Development of their recommendation to fund the Hilo Interim Home and Kona Interim
Home grants at $30,000 each. However, we have also been informed that the full
Council will consider reducing the funds recommended by the Committee. In view of
this possibility, we are requesting your support for funding the Hilo Interim Home at
$34,000 and Kona Interim Home at $29,000, which is the amount we currently receive.
The Hilo Interim Home in particulaz will have difficulty providing services at the current
level due to anticipated budget cuts to our Youth Service Center program in Keaau. The
State Office of Youth Services has recently selected providers to implement prevention
services state-wide. The Boys and Girls Club of Hawaii who subcontracts us to
implement the Youth Service Center will receive approximately 20% less then currently
contracted for over the next two yeazs beginning July 1, 1999. Our funding for the Youth
Service Center will be reduced at least 20%. Therefore, any reduction in funding from
the County will seriously affect staffing and our ability to deliver effective services.
In January 1995, a report "An Evaluation of Hawaii 's Youth Gang Response System "was
published by the University of Hawaii Center for Reseazch. Of the 71 schools included in
the statewide study, Keaau Intermediate & Elementary was ranked 6°i and Pahoa High &
Intermediate ranked So' among the 10 most troubled schools in the state. In addition,
Keaau Intermediate & Elementary was ranked 2"d in the state of schools with students
suspended for Class B offenses. Reduction to our current level of funding will add to the
current lack of prevention services in the Puna area as well as other needed human
service resources.
We respectfully request your support in maintaining the current level of funding for both
the Hilo Interim Home and Kona Interim Home prevention programs. Your
consideration and assistance is greatly appreciated.
