I hereby certify that the following Bills passed first
reading at the meeting of the County Council on November 19, 1997,
by vote as listed below:
BILL 152: Amends Ordinance 97-82, as amended, relating to Public
Improvements and Financing Thereof for the Fiscal Year July 1, 1997
to June 30, 1998, by adding the following project: PUBLIC WORKS
Mamalahoa Highway Improvements (Kamamalu Street to Lindsey Road)
($3,370,611.66); funds for this project shall be provided from
Federal Grants Receivable ($3,370,611,66).
AYES: Councilmembers Chung, Leithead-Todd, Ray, Reynolds,
Santangelo, Smith, Tyler, Yagong, and Chairman Arakaki - 9.
NOES: None.
BILL 153: Amends Ordinance 97-82, as amended, relating to Public
Improvements and Financing Thereof for the Fiscal Year July 1, 1997
to June 30, 1998, by adding the following project: PUBLIC WORKS
Disappearing Sands Sewage Pump Station - SRF ($1,000,000); funds for
this project shall be provided from State Revolving Funds (SRF)
($1,OOO,o0o). AYES: Councilmembers Chung, Leithead-Todd, Ray,
Reynolds, Santangelo, Smith, Tyler, Yagong, and
Chairman Arakaki - 9.
BILL 154: Authorizes the issuance of $1,000,000 General Obligation
Bonds of the County of Hawaii for the purpose of financing qualified
wastewater public improvements of the County of Hawaii; fixing the
form, denominations, and certain other details of such bonds and
providing for their sale to the Department of Health of the State of
Hawaii to secure one or more loans by said department.

Santangelo, Smith, Tyler, Yagong, and Chairman Arakaki - 9.
BILL 156 (Draft 2)r Amends Chapter 19 of the Hawaii County
Code 1983 (1995 Edition) relating to Real Property Taxation;
corrects drafting errors in Section 19-27, Article 7, relating to
subsection lettering and correlating references.

Santangelo, Smith, Tyler, Yagong, and Chairman Arakaki - 9.
BILL 157: Amends Ordinance 97-83, as amended, the Operating Budget
for the County of Hawaii for the Fiscal Year ending June 30, 1998,
by appropriating revenues of $92,503 in the Fund Balance from
Previous Year account, General Fund; and appropriates same to the
Mass Transit - Taxicab Investigations, Miscellaneous Contractual
Services account ($92,503). AYES: Councilmembers Chung,
Leithead-Todd, Ray, Reynolds, Santangelo, Smith, Tyler, Yagong, and
Chairman Arakaki - 9.
Bill 159: Amends Ordinance 97-82, as amended, relating to Public
Improvements and Financing Thereof for the Fiscal Year July 1, 1997
to June 30, 1998, by adding the following project: PUBLIC WORKS
Kealakehe Sewage Effluent ($4,500,000); funds for this project shall
be provided from General Obligation Bonds, Capital Projects Fund -
Fund Balance and/or other Sources ($4,500,000).

Santangelo, Smith, Tyler, Yagong, and Chairman Arakaki - 9.
BILL 160: Amends Ordinance 97-83, as amended, the Operating Budget
for the County of Hawaii for the Fiscal Year ending June 30, 1998,
by increasing revenues in the State Grants - Energy Coordinator
account by $1,512; and appropriates same to the Energy Coordinator
Regular Salaries & Wages account ($1,512).
