RE: HUMAN SERVICES GRANT APPROPRIATIONS
Dear Chair Tyler and Members of the County Council,
The Easf Hawaii Coalition for the Homeless (EHCH] would Ilke to express our heartfelt thank
you for your recommended appropriation for the Kihei'pua Emergency and Transitional
Sheller programs. The recommended appropriation of $35,000 for the Kihei pus Emergency Shelter
Program will assist in funding the Case Manager and a few other program Staff that will serve the 800
homeless families antl individuals in fiscal year 1999-2000. We are deeply grateful that the County
Council recognizes that EHCH is the only 24-heur Emergency Shelter for families with children
and single adults, in the County of Hawaii. Moreover, that our case management feature is the
backbone of our success in assisting homeless families and individuals gain stability in their lives and
become self sufficient in the long term. We are also appreciative for the $2,500 recommended
appropriation that would assist the EHCH in paying for the Transitional Shelter Programs' utilities and
occupancy rent. We thank you for recognizing the fact that most funding sources place restrictions in
this line item and are not likely to cover such costs.
We would like to reiterate that the $35,000 and $2,500 recommended appropriations would do the
following for the County of Hawaii:
Significantly assist the EHCH in continuing serving homeless families with children, single parents
with children, the elderly, disabled, and single adults
Provide hope for the homeless families, children, and single adults in obtaininglretaining housing
and becoming self-sufficient in the long term
Provide access to Emergency Shelter services for the projected increase of families with children
who will be affected by the full enforcement of Welfare Reform effective July 1, 1999
Please assist the EHCH in keeping the hope for fhe homeless. Your support is, and always has
been, critical to the success of our clients and agency.
