REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: March 31, 2015 Re: Comm. No. 206/Res. No. 126-15 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 10:24 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 126-15, reports as follows: <br /> Resolution No. 126-15,transmitted by Finance Director Deanna S. Sako, via Communication <br /> No. 206 dated March 12, 2015, authorizes the payment of funds of a later fiscal year and of a <br /> multi-fiscal year agreement for furnishing organic waste diversion operations in West Hawai`i and <br /> East Hawai`i for the Department of Environmental Management. <br /> This Resolution authorizes the Mayor to enter into a four-year contract, with the option of two <br /> one-year extensions, to provide organics diversion,treatment of mulch for invasive species, a <br /> compost demonstration project, and to expand organic diversion programs to a composting operation. <br /> The current contract expires on December 31, 2015. <br /> Environmental Management Solid Waste Division Chief Greg Goodale and Recycling Coordinator <br /> Linda Peters, appeared before Your Committee for comments. <br /> Council Member Margaret Wille suggested that composting demonstrations be done in both West <br /> and East Hawaii, and stressed the importance of getting material out of the landfills. <br /> Mr. Goodale explained that East Hawai`i is more conducive to running this project because of water <br /> availability for the compost demonstration, and further stated that materials produced through the <br /> operation will be made available island wide. <br /> Several council members expressed their support of providing material to residents free of invasive <br /> species. <br /> Council Member Aaron Chung expressed his concern as to whether this project would use an open or <br /> closed composting system, to which Mr. Goodale responded that an open compost system is <br /> adequate. Mr. Goodale stated that a closed system would not work better when making compost <br /> with greenwaste and the cost for a closed system is remarkably higher, and that the State of Hawai`i <br /> imposes the requirement of a closed system depending on the type of feed stock. He further <br /> commented that after the four year period we will know that the system has done well, and will move <br /> toward a full compost system. <br /> There was no further discussion on this matter. <br /> FC Report No. 14 <br />
