Your Committee on Finance, to which was referred Resolution No.128-15, reports as follows:
Resolution No. 128-15,transmitted by Finance Director Deanna S. Sako, via Communication No. 208
dated March 12, 2015, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi-year lease of real property.
This Resolution authorizes the Mayor to enter into a five-year lease agreement with the option of two
five-year extensions for two buildings and parking space located next to the West Hawai`i Traffic
Division's current facility, to be used by the Public Works Department at a cost of$6,000 per month.
Public Works Traffic Division Chief Ron Thiel appeared before Your Committee, commented that
this lease will provide the additional building and parking area for the Signs and Markings section of
the Traffic Division, and that the location was next to St. John's Road in Captain Cook.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring the payment of funds from the appropriations of a later fiscal year or of more than one
fiscal year shall be made or approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 128-15, and
recommends its adoption.
