No. 121-15 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:45 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Public Works and Parks and Recreation, to which was referred <br />Resolution No. 121-15, reports as follows: <br />Resolution No. 121-15, transmitted by Deputy Corporation Counsel J Yoshimoto, via <br />Communication No. 196 dated March 10, 2015, accepts the dedication of Lot 4 and drainage <br />easement, being Tax Map Key: 6-7-002:063, situate at Waikoloa and Pu`ukapu, South Kohala, <br />Island of Hawaii, from PR Mauna Kea LLC and Michael W. Gibson, Timothy E. Johns, and <br />B.G. Moynahan, as Successor Trustees Under that Certain Unrecorded Land Trust Agreement for the <br />Parker Land Trust dated September 13, 2002. <br />The resolution dedicates Lot 4 and the drainage easement, containing an area of 23.945 acres and <br />0.824 acre, respectively, for a public park and recreational purposes. <br />Council Member Wille, who supports Resolution No. 121-15, stated that the community is grateful <br />that this project is finally coming to fruition. She added that the park was promised to the <br />community in 1991. Ms. Wille noted her appreciation to Land Manager Brandi Beaudet of <br />Parker Ranch. <br />Council Members Poindexter, who supports Resolution No. 121-15, expressed her thanks to <br />Chairman Mel Macy of the Waimea District Park Builders. <br />Council Chair Kanuha voiced his concern with the drainage easement on Lot 4. He wanted <br />clarification if it was feasible to build a park on a flood plain. <br />Deputy Director Ken Van Bergen, of the Parks and Recreation Department, appeared before Your <br />Committee for questions. He explained that the engineers and consultants who designed the park <br />have taken the 100 Year Flood into consideration. <br />Deputy Corporation Counsel J Yoshimoto and Land Manager Brandi Beaudet of Parker Ranch <br />appeared before Your Committee for questions. Mr. Yoshimoto noted that in terms of review of the <br />various agencies within the County, the dedication requirements meet specifications for the County <br />to accept dedication. Mr. Beaudet informed the council members that the shaded area on the exhibit <br />represents a retention area for the overflow of the 100 Year Flood. He included that east of the <br />shaded area lay the Lanimaumau Stream diversion, which was built by Parker Ranch in order to <br />capture the water that used to come through town. Mr. Beaudet shared that since then, there have <br />been no flows within that area, and stated further that it is designated by FEMA. <br />PWPRC Report No. 7 <br />
