OPPOSE - BILL 24
The Ocean resources of Hawaii belong to the State and are managed by
Department of Land and Natural Resources for the state.
This bill is an extreme over reach of county authority and jurisdiction.
How does this council think they can "promote the development and utilization
of resources in a manner consistent with their conservation" as stated in the
preamble of this bill, when at least one of you publicly declared at the last
hearing, "you don't care about science"? .
On what do you intend to base your actions and decisions if not science - more
emotional rhetoric by people who know absolutely nothing about the fishery, to
whom some'of you are willing to listen, and then compose such an onerous
piece of work as this bill. Is "I love the fish" as testimony that I have listened to
repeatedly, at every hearing, enough to make you want to take such drastic
action? Hopefully, this council is not setting the bar so low.......
Or perhaps the County Director of Finance will be your "go to guy" since I'm
sure this person is qualified to make decisions on the fishery resource. After all,
the Director of Finance as indicated in this bill, will vet applicants and decide
who does or does not get a fishing license. At least this will be more interesting
that car license renewals, I suppose.
Bottom line, if you can't shut the aquarium trade down on this island outright,
you now intend to bleed us to death with impossible licensing fees and reporting
requirements, in an attempt to supersede the state's authority.
