Opposition to Bill 424
Relating to Licensing Aquarium Life Operations For The long -Term Wellbeing
Of the County and Its Inhabitants
The State of Hawaii through the Department of Land and Natural Resources and the Division of
Aquatic Resources already monitors, manages, and administers permits to the aquarium fishery.
There is no need for another layer of government to license and manage the same fishery.
The Conditions of License are vague, onerous, and impossible to interpret or enforce.
Requiring a maximum of I% mortality through the whole process is excessive and probably
impossible to meet. Why is it acceptable to hook the same fish and let them die on the floor of a
boat or on the rocks but assure excessive protective treatment to those destine for a longer life in
a fish tank.
Similarly, the license fees of $2,000 plus thousands more to include certain other species is
onerous and would probably result in eliminating many smaller fishers.
It is not clear who would be responsible for inspection and enforcement of these regulations or
how it would be funded.
