Dear Chair Tyler and Members of the Committee on Human Services & Economic Development,
The East Hawaii Coalition for the Homeless (EHCH) would like to express our heartfelt thank
you for your recommended appropNatlon for the Kihei'pua Emergency and Trans/flonal
Shelter programs. The recommended appropriation of $35,000 for the Kihei pug Emergency Shelter
Program will assist in funding the Case Manager and a few other program staff. We are deeply
grateful that the County Council recognizes that EHCH is the only 24-hour Emergency Sheller for
families with children and single adults, in the County of Hawaii. Moreover, that our case
management feature is the backbone of our success in assisting homeless families and individuals
gain stability in their lives and become self sufficient in the long term. We are also appreciative for the
$2,500 recommended appropriation that would assist the EHCH in paying for the Transitional Shelter
Programs' utilities and occupancy rent. We thank you for recognizing the fact that most funding
sources place restrictions in this line ftem and are not likely to cover such costs.
We would like to reiterate that the $35,000 and $2,500 recommended appropriations would do the
following for the County of Hawaii:
• Signficantly assist the EHCH in continuing serving homeless families with children, single parents
with children, the elderly, disabled, and single adults
• Provide hope for the homeless families, children, and single adults in obtaining/retaining housing
and becoming self-sufficient in the long term
• Provide access to Emergency Sheffer services for families with children who will be affected by
the full enforcement of Welfare Reform effective July 1, 1999
Please assist the EHCH in keeping the hope for the homeless. Your support is, and always has
been, critical to the success of our clients and agen y.

RE: Support of Singles Transitional Project at 119 Kapiolani Street
I have been serving the East Hawaii Coalition for the Homeless for
approximately 6 years as a Public Health Nurse.
The priority of the shelter is to serve families with children first
but this is not to say that homeless single men and women do .not have
similar needs. We are very fortunate, as recently, the shelter was able
to lease some aparCanents at 119 Kapiolanl Street for the homeless single
man and women. Many of these individuals not only have physical needs,
but Sust as. or more important. mental health needs. .Having "shelter"
is a beginning towards recovery for them.
I humbly ask that we continue to support these individuals in our camnu-
pity as due to some unfortunate circumstance in their 11ves, they were
placed in this position,

,recommended appropriation of $20,000 for our West Hawaii Crisis Shelter, wi{I
assist in funding fob pur necessaryprogram shelter staff. The second
appropriation, of $9,000 for our Alternatives to Violence Program will assist in
funding necessary staff and program expanses.
We would like to reiterate That the $20,000 end $9,000 appi'apriations would do
the follgwing for the County of Hawaii:
• Provide access to a Crisis Shelter in West Hawaii, which is the only orte of it~l~
kind.
• Give clients, cpportuniti~s to develop a'safety plan for themselves and their

RE: Human Services Grant Appropriations For The Family Crisis Shelter
Dear Chair Tyler and Members of the County Council,
On December 1st 1994 a police officer accompanied me and my five children to the Family
Crisis Shelter. I had suffered frequent and severe abuse for eleven years. I was often sexually
abused and threatened vrith death. I was tired of being beaten in front of others, I faced the most
physical danger when I left. I feared for my safety, my children's safety and the safety of those who
would help me. I was embarrassed to be escorted to an unfamiliar surrounding, but there was
nowhere to go and little or no resources in my community to help me, We left with nothing but the
clothes on our backs. Never in my life had I thought we would be looking through a box of clothes
from the Salvation Army, but I was grateful for it. We were assigned to the biggest room available so
my children and 1 could remain together. My son (aged 9) labeled our new environment, "The Holel".
Sign out and sign in sheets were mandatory also support group meetings for residents which
educated ma on the abuse I had suffered and the impact it had on my children. These sessions
allowed me to speak openly and free from intimidation. The majority of residents at the Shelter were
there for the same purpose and support I was looking for. I realized that I was not alone in the
suffering and living in fear.
The Advocates who I believe served es the human link between the system and my battered
family, provided emotional support, courtroom assistance, arranged for childcare or transportation, and
basically worked hard to ensure that the System protected my family's safety throughout the process.
They gave me the opportunity in a safe environment to examine my options end make my own
decisions.
My children and I remained in the Family Crisis Shelter for 2 112 months. With the Shelter
available to us, slowly feelings of reassurance and dignity returned. The children participated in
support groups that consisted of counseling programs. We all gained confidence as human beings
and I found myself as a person and a mother.

For every person In life there Is a purpose. Each has a gift to bring compassion, understanding,
patience and learning. Now, with what my eyes have seen, the Family Crisis Shelter played an
important part in our lives by reponding to my problem, just as ambulances and hospital emergency
rooms respond to medical crises. The Family Crisis Shelter is a critical component of our community's
efforts to ensure the safety and protection of me... "THE SURVIVOR" and my children.
