Running a zero waste program with no community education is like running a business with no
advertising —not recommended —

It's been suggested that communities do their own zero waste education, but it takes more than volunteer
energy to keep up with new developments and deliver the message effectively year after year
I hope the Council will support zero waste, because it doesn't seem to be a priority for the adminstration.
The County has gone without a zero waste education contract for nine months. Meanwhile the
administration was promoting the incinerator_ Then they pulled the plug on the incinerator. and the
BioEnergy waste conversion proposal popped up.
It you have no zero waste education, you might think BioEnergy supports zero waste. But BioEnergy
raises many questions_
• Does it require an Environmental Impact Statement? It's using state money —a $100 million
special purpose revenue bond —but they think they only need an Environmental Assessment.
• BioEnergy would contaminate recyclables by mixing them with other waste lowering their value.
And it costly to ship recyclables out of Hawaii. Would they make enough money to stay in
business?
• Would the fuel briquettes generated contain toxins from plastic plus arsenic or borate from
treated wood?
• Bio Energy would generate biogas. What are the pros and cons of biogas?
• Do we want a private business handling ourwaste? Or the County, se we have more control over
how it's done?
Please support zero waste education, and please take a hard look at BloEnergy-
