Please vote down this resolution.
There would be no Canty oversight of what kinds of businesses could expand into the proposed
enterprise zones. The expanded zones would take most of the island except for the mountains, almost
completely surround Mauna Kea, take over Waiplo Valley, take upland areas, and take some
conservation areas_
Businesses in these enormous zones could enjoy County incentives such as "regulatory flexibility',
"[sjpecial zoning districts "[p)emht process reform'. [elxemptlons from local ordinances'. and other
privileges. (HRS 209 E -12) In other words, protections for the land would be stripped away.
These County incentives are supposed to be specified when the County applies for a new or amended
enterprise zone (Hawai) County Code 31-6). But I don't see any specific incentives named in the
resolution, so there's no way to evaluate how our land would be impacted.
This resolution would sacrifice thousands of acres of our land to Ilne a few pockets. Please vote it down.
