In your decision-making process today, please keep in mind that the original appropriations for both programs will do the following 1. SignificanNy assist the EHCH in continuing to serve 600 homeless families with children, single parents with children, the elderly, disabled, and single adults through the Emergency and Transitional Shelter programs. 2. Provide hope for the homeless families, children, and single adults in obtaining and retaining housing and becoming sell-sufficient in the long term. 3. Provide access to 2a hour Emergency Shelter and Food Pantry for fh® projected increase of families with children who will be affected by the full enforcement of Welfare Reform effective Juty 1, 1999. Moreover, it is crucial for the County to recognize the magnitude o/the problem of homelessness. According to the Mental Health Association's annual study, as in past years, the Wawaii County stands out in the state as having a high rate of poverty and social problems (1999). Most of the problems reported are related to poverty. As a result, poverty relates to homelessness. Another finding in the County of Hawaii is that 56 percent more residents are living below the federal poverty line than the statewide average. Please assist the EHCH in keeping the hope for the homeless. Your support 1s, and always has been, critical to the success of our clients and agency.
