Infrastructure Development in Puna
The Office of Housing and Community Development (OHCD)
submitted to the Hawaii County Housing Agency (HCHA) a
resolution approving the Economic Development Initiative (EDI)
Special Projects Grant and Application, and authorizing the Mayor
to execute and submit the application for infrastructure
development in Puna to the U. S. Department of Housing and
Community Development.
The HCHA reviewed and approved the resolution at its meeting of
February 16, 1999. Accordingly, I am requesting that the
resolution be included on the Council agenda for action at its
March 4, 1999, meeting.

SPECIAL PROJECTS GRANT APPLICATION
INFRASTRUCTURE DEVELOPMENT IN PUNA, HAWAII
PROJECT DESCRIPTION
The County of Hawaii proposes to fund improvements for an
emergency access road that would connect State Highway 11 to
Highway 130, passing through the Hawaiian Acres and Ainaloa
Subdivision in Puna, Hawaii. (See attached location map.)
1. Economic, social, or physical need addressed by the
project: The primary purpose of the project is to provide
police, fire, and other emergency vehicles an alternative
access to lower Puna. Currently, lower Puna is served by
only one access road. A major fire or volcanic eruption
could cut off thousands of residents.
2. Key components of phases of the project, estimated cost and
start/completion dates:

The project is being done in two phases. The first phase
utilizes 51,000,000.00 of County funds to complete B Road
and F Road. The second phase will utilize 5500,000.00 and
5250,000.00 in 1998 and 1999 EDI Special Projects funds to
complete Ainaloa Boulevard. The County is currently
seeking 1999 EDI Special Projects funds of 5250,000.00 to
complete phase two.
3. Entity responsibility for implementing the project: The
County of Hawai'i's Office of Housing and Community
Development (OHCD) along with the County of Hawaii's
Department of Public Works will be responsible for the
implementation of the projects and compliance with the EDI
Special Projects.
The OHCD is responsible for the Community Development Block
Grant, HOME Investment Partnership, and Emergency Shelter
Grants Programs and is familiar with the federal
requirements. In addition, the OHCD has completed
implementing the 1995 Special Purpose Grants (SPG) funds
and is currently implementing HUD's 1998 EDI Special
Projects Grant. The County of Hawaii was awarded 51.6
million for the Hamakua Affordable Housing Project. The
County has complied with Part 85, OMB Circular A-87, the
audit requirements of A-133, Part 58 Environmental
Requirements, and other applicable federal requirements.
The OHCD closed-out the SPG funds in May 1998.
The County of Hawaii has been working on the Infrastructure
Development project and working with the Puna community
since 1992. Norman Olesen, Executive Assistant will be the
project coordinator and implement and manage the
construction activities.
