COUNTY COUNCIL DISTRICT. 9 AMOUNT REQUESTED:
PROJECT/PROGRAM DESCRIPTION:
Improve 0.6 miles of the existing road to a 4 -lane divided highway with traffic signal improvements, channelization, drainage improvements,
highway lighting and curbs, gutters and sidewalks. Access limitations maybe imposed to improve safety and to increase traffic flows.
I PROJECTIPROGRAMJUSTIFICATION (what is the project/program trying to address or solve, area/population served, benefits/beneficiaries, etc.?):
The existing roadway is considered to be over capacity by the County's preliminary transportation masterplan. Traffic volumes will continue to
increase with the completion of the North Kohala Hospital, expansion of the Parker Ranch Shopping Center and the implementation of the
Parker 2020 Master Plan. The improvements will increase carrying capacity of the road as well as making the road safer for bicyclists and
pedestrians. It should also greatly enhance the appearance of Waimea town.
