Also enclosed is another bill for an ordinance for the same project involving County funds. If there are any questions, please do not hesitate to call the Department of Public Works. REQUEST: DATE: 2/3/99 PHONE: 961-8327 f Amendment to Ordinance 98-50 to increase appropriation to cover the revised cost for construction of the Mamalahoa Highway Improvements (Kamamalu Street to Lindsey Road) Project. Increase appropriation for Federal portion in account 110-399-5394.16-115 by $600,000.00. The current appropriation is $5,600,000.00 - Increase to $6,200,000.00. Create a new account and appropriate additional $150,000.00 to cover the matching funding for the County portion for the above project. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Increases in cost are based on the following unanticipated/unforseen roadway conditions and changes: 1. For additional traffic control and travel lane openings. 2. Increase pavement reconstruction due to cracking in the existing pavement. 3. Miscellaneous private property grade adjustments along the new sidewalk areas. 4. Revisions to the Cable Television underground duct lines. 5. Lowering & relocation of the existing waterline main. 6. Additional construction stand-by and overhead cost incurred by delays. The increase includes a 15% construction engineering (construction management) cost. Mamalahoa Highway Improvements (Kamamalu Street to Lindsey Road) LOCATION (attach 8-112 x 11 map): Waimea, South Kohala, Hawaii TMK.• 6-7-02 COUNTY COUNCIL DISTRICT. 9 AMOUNT REQUESTED: PROJECT/PROGRAM DESCRIPTION: Improve 0.6 miles of the existing road to a 4 -lane divided highway with traffic signal improvements, channelization, drainage improvements, highway lighting and curbs, gutters and sidewalks. Access limitations maybe imposed to improve safety and to increase traffic flows. I PROJECTIPROGRAMJUSTIFICATION (what is the project/program trying to address or solve, area/population served, benefits/beneficiaries, etc.?): The existing roadway is considered to be over capacity by the County's preliminary transportation masterplan. Traffic volumes will continue to increase with the completion of the North Kohala Hospital, expansion of the Parker Ranch Shopping Center and the implementation of the Parker 2020 Master Plan. The improvements will increase carrying capacity of the road as well as making the road safer for bicyclists and pedestrians. It should also greatly enhance the appearance of Waimea town.
