I am Harris Chan, General Manager of Titr ,~,.;I~:d at Mauna Laru. I acct also a member of the
North Hawaii Rotary, and my two children sl~eele Hnvaii Preparatory Academy in Wavnea. I am
writing to strongly urge your approval of u~r i~_:a::tsed approj~riation for the Mamalahoa project
evidenced in Bills numhered 39 and 40. 1 u:: ~ i:d Thus inr.r, a,a relates to change order requests
due to unforeseen roadway conditions and ~di;rruction ref underground utilities.
Approximately 50~ of The Orchid's 500 fi~i; C ~rr.ployec_ Cililer conunute daily from East
Hawaii or live in the WaimealHonokaa are:.. . e ~r oy~ or delay this project will further impact not
otily these employees, but our visitors who _ , Dort to thr, island to escape the traffic congestion

This construction affects us all, whether w~ 1;~~ . ~.t aimea, Hilo, Kona, or other parts of the island.
It serves and benefits vinually everyone on d_. it„ii:d - residents commuting to work, visitors
touring the island, police, fire, rescue vehic,._:_, ,r,e':cer~ carrying goods to markets on the other side
of the island, and business people traveling c:rtina. Until a bypass road is constructed around
Waimea, Mamalahoa Highway remains the nu.,,.; n,u:c irotn East to West Hawaii.
These additional and justifiable expenses are e;vor the unforeseen and unanticipated conditions
faced by the contractor that are over and abo~.• 1~ - orginal bid specifications. It is important to note
that the Federal Highway Administration h~ ; :,~~:~ca and suthorized their 8090 share of these
costs. !understand that the addition of flies; ;~sz5 has caused the County's share for the entire
project to he equivalent to the original, sim;~i~ ~ ~ ;_t: i:~cing project that would have bcen paid far
entirely using County funds.
