Until a bypass road is constructed around Waimea, Mamalahoa Highway remains the nu.,,.; n,u:c irotn East to West Hawaii. These additional and justifiable expenses are e;vor the unforeseen and unanticipated conditions faced by the contractor that are over and abo~.• 1~ - orginal bid specifications.
