KAIW OIVg10Wt[1.11110./INa*Nw,~i~,aMf6Te March 4, 1999 LOCAL 14Z , Via FAX N961-8912 Page ~ Of ~ The Honorable Aaron Chung, Chairman Hawaii County Council Finance Committee 25 Aupuril Street Hilo, Hawaii 96720 re: Hoed Construction through Waimea Dear Chairman Chung and Committee Members: I am writing on behalf of ILWV members and retirees island-trade to urge you to expedite approval of the request Por additional funds--(to match the 80& Federal funding}--to complete road work along Mamalahoa Highway through Waimea town. vur membership has been negatively impacted by this project: a) workers enduring lengthy traffic tie-ups during their daily commute from the Hamakua/North Hilo/Halo area to and from the Kona/Kohala Coast resorts, restaurants, golf courses and other West Hawaii businesses; b) workara and businesses enduring time delays and added costs associated with transport oP materials from Kawaihae Harbor to the Waimea-Hamakua areas and from Hilo Harbor to Waimea, North Kohala and Kona areas; and c) workara and their employers transporting other goods and services cross-island, Our membership participated in the planning process that transformed this original County-funded paving project into a much batter improve- ment program to aacomodate arose-island traffic thnt uses the Hawaii Belt Road through Waimea Town. Everyahe--{business owners, employees, and residents)--have been notably patient with traffic tie-ups. We understand that this project is still on schedule with completion anticipated by August, 1999--thanks largely to a genuinely cooperative effort botwaen the contractor, County, and the community. Tha families of the Big Island--(and the busina6ses that provide badly-needed employment)--already hav been pushed to the limit by this project. We ask for your quick action to avoid any further delays, especially since Federal approvals are in place Por funding their 80~ share of the work. Thank you.
