Thank you for the opportunity to provide testimon : r1 arding Communication 169
recommending amendments to Article 25 of t.h -, r?vfqi_i County Code. I am currently
President of the Board of Family Support Servlr:c2 of WI and have been a practicing
pediatrician for 30 years, the last 20 years in Kat « P.5 Board President I have had a
chance 10 see first hand the value of the f nidin;_: s :! -saw by the County to non - profits. I
am aware that the County is not required by its c to provide health and human
services to its citizens. However, through careful!: « r,4eted funds the County can make a
tremendous amount of difference to citizens of 7 , -- T ii island with a relatively small
amount of public dollars. I understand that the ,-„ t proposal is to clarify language in
the event of a decrease in property tax collection.:‘. ''upport the intent to clarify, however
I am also aware that when the property tax issue the, table amendments may be
attached which could result in elimination of for non -profit agencies.
I was very impressed by the commitment to fisc ° ; .ponsibility, intelligent questions,
and attention to detail exemplified by the County louncil members who visited Family
Support Services in order to review our re,qua r riding. this past week. I strongly
urge the County to continue its commitment to 1 , art the citizens of our County through
targeted focused support for human services. lt ,,.ppears that state public funding
does not take into account some, of the unique ., ; s of Hawaii County which include,
isolation, rural communities, high unemploy the tack of reliable public
transportation to access services provide -d Kona, or Waimea. At the County
level we are better able to know where additio< '_ is most needed.
