We are writing this letter in support of the removal of parking meter
heads in the Downtown area (with the exception of the Post Office block)
It is because of our concern of proper enforcement of these stalls that
we offer the following items for your consideration and possible
implementation.
We have met with our community policing officers whom are most willing
to work with our members to assure no abuse of the 2 hour parking
ordinance. They have suggested more signage explaining the parking
rule be installed to prevent any citations issued from being contested
in court as a result of insufficient notification to possible violators.
Implementation of a towing ordi~iance or booting of tires for all 2 hour
on-street stalls -ruin by the county or other entity would send a strong
message to violators a~~d enable the county to retain all fines collected
rather than have them go to the State as under the current citation
plan. The towing or booting could be done by the displaced parking
meter personnel. We feel the revenues collected by these methods would
equal or exceed the monies formerly collected from the meters.
The DIA would also like permission from the Council to install
"2 iiuur Customer Parking" signage ua iiie reinaiuing me~er posts. Tiieae
signs would be in the form of a bumper sticker printed in vertical
format. Our organization would pay for and install this signage.
We thank you once again for your continued support to improve the
business climate in Downtown Hilo.
