Hayashi, dated September 18, 1991, transmitting copy of a fully executed water agreement which was submitted for approval on July 19, 1991, in compliance with the requirements of Condition B of Change of Zone Ordinance No. 91-21. States the water commitment payment has been accepted by the Department of Water Supply and that for purposes of determining compliance with conditions of the ordinance, the effective date of zoning was September 5, 1991. KONA TMK: 3-8-4-6:25 From Councilman Harry Ruddle, dated September 30, 1991, transmitting a copy of a letter to the Mayor from Arnie Rabin, Past President of the South Kona Education Association (S.K.E.A.) regarding the alleged zoning violation of their property. Requests clarification on whethei or not this facility can be "grandfathered" in. States the S.K.E.A's program is very important and positively serves many in the area; therefore, requests assistance in having the association continue as they have in the past.
